Typically speaking RELENG_4 is a developer branch. The project tries to keep that branch as bug-free as possible but if you are going to track RELENG_4 it is best if you stay up on mail to this mailing list and that sort of thing. As of a few days ago RELENG_4_10 exists and what is on that will be what comes out as the final 4.10 release.
