'RELENG_4' is the name of the CVS branch for FreeBSD 4.x. All the 4.x releases are only snapshots of the RELENG_4 branch, and 4.x-STABLE is the 'human' name of the RELENG_4 branch. I believe that RELENG is somehow derived from 'release engineering'. 'RC' is common software development slang for 'release candidate' - a stage of the life of a development branch when it is deemed so close to release that new features are not added, only bugs and misfeatures are squashed.
