I see the same error building documentation, not as part of the www

I think it's your changes to doc.docbook.mk to support images and so
on.  This is a freshly cvsupped /usr/doc tree, btw.  I'll have a go and
fixing it myself, but doc.docbook.mk looks a bit like deep magic.
