With the help of Brad Karp <karp@eecs.harvard.edu>, we managed to sort the
problem of vic's dynamically setting the frame rate. 

If you use Van's grabber-meteor.cc you shall experience nearly flawless 
behavior. 

With the old grabber-meteor.cc the card still misses some frames so 
there is still some work to do in this area. In the mean time
vic users please use Van's grabber-meteor.cc which you can find in
the latest bt848 driver upgrade:

We are still not done with vic given that as Luigi alluded there is 
ample room for improvement. If anyone is interested in working with
me on this one just email me.
