The HTML should be installed in to /usr/local/share/doc/ntp I think (possible /usr/local/share/doc/ntp-4.0.97 if it's likely that more than one version will ever be installed at the same time). Man pages for each of the commands just pointing to the HTML documentation would be very useful, I think, but not essential. Just my 2c.
