Okay, a VM instance... so simply chose a supported FreeBSD version and use current pkg, it won't be a problem. ;-) Sidenote: Even though both the old pkg_ and the new pkg format uses compressed archive for binary packages, it does a lot more than just extracting archives; for example, it could change file permissions, add groups or users, start certain file systems, modify and rebuild system databases, or ensure certain system services are started. In case of manual work, you'd have to do all this on your own (post-installation tasks, and paying attention to potential package messages which could contain further instructions).
