Nevermind.  Apparently, some error occurred during a CVS update of my
ports tree, and ports-mgmt/porttools wound up with an empty Makefile,
generating the above error message, which wound up in my INDEX-10 file
because of the way I was invoking "make index" in my nightly ports
maintenance cron job.

Still, it did point up a need for more robustness in mkreadmes,
so I suppose it was a fortuitous mistake.  :-)
