I'm sure even with pf, ipfw, iptables, et a= l: there's a way to permit "everything" but do accounting. I use ntop dail= y, but I'm just a novice at others so am just assuming there. What type of data you want/need vs. how big of footprint/resource requireme= nts will drive your decision.
