No. You can change it to whatever shell you like. Just remeber that it can be a good idea to have whatever shell root is using statically linked. This reduces problems when /usr isn't mounted or the dynamic loader has broken. One common thing to do is to leave root's shell alone and create another user with uid 0 and whatever shell you like. Yes, and none of the standard components are installed under /usr/local so I don't quite see what the problem is.
