This commit series will not be reverted. This step was necessary because there were enough bickering over why numpy 2 was not available for so long, so numpy 2 is now made available. The public= ly available ports tree still has to be buildable as the process of reconciling versions of consumers known and certified compatible with numpy 2 is ongoin= g. There was bickering about even that before. I don't plan on keeping numpy1 available forever, as it is EOL after all. Only 128 consumers are tracked in https://github.com/numpy/numpy/issues/261= 91 but we list over 200 build consumers and approaching 600 run consumers, som= e of which are both. It is also possible that some ports have a stale numpy dependency listing when they don't use numpy at all.
