I have the same problem with 11.2-RC3  on powerpc(32bit).

minimac2:~ % setenv | grep UTF
MM_CHARSET=3DUTF-8
LANG=3Dru_RU.UTF-8

minimac2:~ % locale
LANG=3Dru_RU.UTF-8
LC_CTYPE=3D"C"
LC_COLLATE=3D"C"
LC_TIME=3D"C"
LC_NUMERIC=3D"C"
LC_MONETARY=3D"C"
LC_MESSAGES=3D"C"
LC_ALL=3D
