support.html remains one of our most cluttered web pages.  My proposal
is to take the entire section 'User Groups' and create a new page
usergroups.html that would be a verbatim copy of the existing text,
with the markup changes to 1) add an index to each of the sections,
2) add a name to each of the sections for the links in that index,
3) change the header glue.  (My intention would be to ask for a
repocopy, then edit out the redundant text in both files).

I have included two diff files.  The second one, diff.out.usergroups,
applies correctly to support.sgml.  As for the first one: unfortunately
diff gets confused trying to diff support.sgml with the new usergroups.sgml
but I have hacked up its output to show what I want to do.  Note: this
diff will _not_ apply cleanly to a copy of that file.

While the diffs may look large, they actually do not amount to much.
