There is a known issue that there are some missing bits in the 5.4 src/release/Makefile such that the 'base' tarball doesn't contain the 32-bit ld.so and 32-bit shared libs. Al one needs to do is 'make world' on a 5.4 system to get the needed bits. The GENERIC kernel already contains all the needed options, and src/Makefile.inc1 builds 32-bit bits by default.
