In a sentence, quotation marks can be either used as quoting things or emphasizing a thing. For example, in your last sentence, it used "naked" for $@. The naked $@ in= the sh script does not really need double quotation marks, which are used for emphasizing the word "naked" in this sentence. So, when reading "$@" in the man page, it is not always clear if the double-quotes is real needed or is for emphasize the key word $@.
