That particular translation appears to have not been worked on in a couple of years. I recommend using the PO system for any new translation work. New translations with the PO system will also be only one file. The English versions are split into separate chapter files for organization and ease of editing, but the PO translations do not need that. When 'make po' is run, it uses xmllint to "normalize" the XML document. All the chapters and entities are brought in and it makes one big file. No subdirectories are needed unless there are pictures. To keep the existing book.xml for reference, just rename it. Much of the original Makefile can be removed. There is an example in the PO Translation chapter of the FDP Primer, and we can certainly make suggestions here too.
