ports-mgmt/modules2tuple: Unmarshall apis.GithubRef errors

responses for net-mgmt/prometheus2.

apis.GithubRef appears to expect a string, but it looks like sometimes it c=

encounter an array and not know what to do. I've attached a couple of erro=

I've seen recently, both when trying to build newer versions of the
net-mgmt/prometheus2 port. Each error mentions the hashicorp/consul module.
