You can find some help by following this link from the home page: http://www.freebsd.org/docproj/index.html and then at least look also at http://www.freebsd.org/docproj/submitting.html You've already taken an important step that I don't see documented there: Starting some discussion of your proposed document before proceeding. It might be good to also do so where jail experts hang out; some people who write documents don't read this doc list regularly.
