It's pretty simple - just start copying the bits from ftp.freebsd.org
and set yourselves up.  If you also start supporting anonymous FTP
services for your country as a general resource then you may also wish
to register your site as is described at: http://ftp.freebsd.org/pub/FreeBSD

Your responsibilities, as such, are also spelled out there.
