Alex, I got confirmation from Thomas Gellekum, that Mesa _is_ needed.

Well, I'll translate it:

"The QT Port is in the moment the only place to build libqgl, since qgl
has been integrated into Qt. Therefore you need the dependency to Mesa.
There is no easy way to separate libqgl, because some constants in the
QT headers depend on the presence of GL (MesaGL or a true libGL) (or
at lest it was necessary, when I had a look at it)."
