What Microsoft did is similar to Clinton changing the electoral procedure so that whichever party gets the majority gets *all* the seats in congress, instead of just a large chunk. You could, of course, argue that the party in question is obviously superior, since a majority of electors voted for it, but still, it's hardly fair to let it take over the entire house of representatives, is it?
