Pretty much.  The individual device support can get touchy.

FreeBSD supplies this.  it's a multitasking OS, it had better be able to
gate multiple connections.

The Bitsurfr series is a TA which acts just like a modem.  No special
drivers are necessary.  

Generally, add-in ISDN cards aren't too popular in the US yet.
