There are both legal and technical reasons why it won't be there. There will be code of BSD heritage in the kernel, and some code with BSD heritage in userland. It won't have the (non-threaded) structure of a BSD kernel, but likely will have many of the same pieces, in one form or another. Note that I am not in the "naming", "infrastructure" or "interface with other organizations or groups" department on the project. :-). That is a job for those who do that much better than I can.
