Are we prohibited to redistribute it even (with or without fee)? Also, you generally don't need to set both NO_CDROM and RESTRICTED. The latter is stronger, and if a port has RESTRICTED set, neither a distfile or package will ever touch any of WC's public machines (and thus won't be on the CDROM either).
