Yes.  It can do essentially everything that a WD-style floppy controller
can do except write raw tracks.  You have to use the format command to
write tracks.  Thus a track must consist of sectors.  This still allows
more formats than anyone would want to support - the sectors can have
weird ids and different sizes.
