Erm, it has nothing to do with the namespace. ftp.foo.freebsd.org *might* be a tier-one mirror and it might not be - that's wholly dependent on how well connected they are and whether they've agreed to host the entire site. If some site only allows 5 users to log in and contains pub/FreeBSD/releases/i386/4.3-RELEASE only then it will never be a tier-one site, regardless of where it might reside in the namespace.
