svn diff for sysutils/jailctl: changes MASTER_SITES WWW MAINTAINER

This port is currently marked BROKEN for lack of
a working MASTER_SITES. This pr corrects that by
providing a new source for MASTER_SITES.

I use jails for all my development, and have also
cobbled up a script to better facilitate those needs.
I'd like to improve on the work done in this port, and
given that the maintainer/author has apparently abandoned
this port. I'm going to adopt it.
