1. I've noticed there is a version of libpcap in base. Do we need net/libpc=

specifically?
2. dlls/winevulkan/make_vulkan requires python3, so you should rather add
`python:build` to USES and invoke it as `${PYTHON_CMD}

3. Don't change `$PREFIX/bin/pkg32.sh` to `$PREFIX/share/wine/pkg32.sh`.
