Just a question, you say 'This closes PR #8699' and not 'PR:\t\t#8699'.
Is this intentional?

See the web interface to CVS at www.freebsd.org for the difference it
makes. 'PR:\t\t#8699' gets a nice little hyperlink to the PR database.
