There is a iscgfg command in SRM, which can be used to disable onboard
isa components.
The best would be to download the pdf manual from hp, because the
syntax is not that simple.

What is wrong with the second onboard serial?
You just have to remove the flags which declare it to be a special
debug interface for to kernel.
See sio(4) manpage for details on flags.
