I doubt it's a crossbuild issue... My latest kernel that is seeing the
issue was built natively on arm64, and installed w/ installkernel from
/usr/src...

also "service kldxref start" doesn't seem to do anything, as it
completed too quickly...  I manually ran kldxref /boot/kernel and
still have the issue...
