Japanese can be used on FreeBSD.
There are three codes in japanese, which are ISO-2022-jp ,EUC-jp ,
and Shift-JIS.
The well used tools has its japanese version.

For example,
 xterm => kterm.
 emacs => mule.
 less  => jless.
 groff => jp-groff
 etc....

For input and translation from romaji to kanji, there are several systems.
 ex., wnn, canna, skk.

The japanese version of FreeBSD and ports-jp jpman doc-jp 
can be downloaded from http://www.freebsd.or.jp/ by boot floppy.
cdrom is attached to books on freebsd, or released from Pacfic HiTech inc. 
(http://www.pht.co.jp/freebsd/index.html).
