fix help2man perl shebang

Please have a look at this patch.

Without this patch, this error happens:

./help2man -n "Send arbitrary IP packets" -N >sendip.1
./help2man: not found
gmake[1]: *** [sendip.1] Error 127
gmake[1]: Leaving directory `/usr/ports/net-mgmt/sendip/work/sendip-2.5'
===> Compilation failed unexpectedly.
