If you want to write some information to a file, use ECHO_CMD. If you want to display a message to the user, use ECHO_MSG, so that the user can override it if they want a silent build. The reason for the separation was that previously, there was no need for the user to silence the informative messages without breaking the actually needed uses of 'echo' to write information to files during the build.
