As of my 0200EDT ports update:

jedgar@splat:/usr/ports$ grep -r "png.3:" .
./chinese/aterm/Makefile:               png.3:${PORTSDIR}/graphics/png
./chinese/xemacs/Makefile:              png.3:${PORTSDIR}/graphics/png
./japanese/gd/Makefile:LIB_DEPENDS=     png.3:${PORTSDIR}/graphics/png
./russian/gd/Makefile:LIB_DEPENDS=      png.3:${PORTSDIR}/graphics/png \
jedgar@splat:/usr/ports$ 

There are only a handful to fix.
