I would assume so because I rebuilt the world on Saturday:
# ls -la /usr/lib/libc_r*
-r--r--r--  1 root  wheel  1474534 Jun  8 12:34 /usr/lib/libc_r.a
lrwxr-xr-x  1 root  wheel       11 Jun  8 12:34 /usr/lib/libc_r.so ->
libc_r.so.4
-r--r--r--  1 root  wheel   683096 Jun  8 12:34 /usr/lib/libc_r.so.4
-r--r--r--  1 root  wheel  1599552 Jun  8 12:34 /usr/lib/libc_r_p.a

Maybe this is a problem?
