From my experience, this error occurs when you do not have the Programmer's header and library files installed from the XFree86 distribution. This is one of the choices in the Custom/XFree86/Basic menu of /stand/sysinstall If you are running 2.2.x, you can go into /stand/sysinstall and add this distribution or if you are really eager, you can install the 3.3.1 XFree86 port.
