Don't change their .cshrc or .profile.. those are personal files.
Instead, using vipw(8), change their shells and/or replace their
password fields with an asterisk.

For example, look at the "bin" password entry:

  bin:*:3:7:Binaries Commands and Source,,,:/:/nonexistent
