      Sometimes, when I try to invoke query-pr-summary.cgi, the returned webpage says that the CGI could not find any PR's that match my query.  However, this occurs when I try to bring up the entire contents of the PR database, which is NOT EMPTY.  This bug is also sporadic in nature.
