That's unusual.  'make world' doesn't touch /usr/doc/*.

/usr/doc is where you put the source for the FDP documentation,
generally.  All of the fdp documentation (except the japanese man
pages) install under /usr/share/doc/.

Don't just complain and don't give reasons.  It'll never get any
better that way.
