		Depends on which cisco you have....

		snmp support has been ported to general BSD arena

		Yes, if it runs gated.

		ip: totally.

		major routing changes could be made via changes in gated
		which does not require a reboot, if you want to add/remove
		cards, then you totally need to reboot.
