Starting from ports/x11-wm/windowmaker/Makefile CVS revision 1.88, the following line was added to it: BUILD_DEPENDS= msgfmt-new:${PORTSDIR}/devel/gettext-devel that is, from that moment WindowMaker actually depends *both* on gettext-0.10.35 (stable) and gettext-0.10.38 (devel). Seems rather strange to me. Especially provided that there was nothing about this on www.windowmaker.org, and on my friend's debian system it depends *only* on gettext-0.10.35 (stable).
