I don't think we've ever used PAM for S/Key authentication, have we?
This code used to be in auth-chall.c but moved into a separate file,
that's all.  We built and used it in 2.9 and we still build and use it
in 3.1

In any case, I'm not done yet - there are still issues with session.c
that I want to look over, and that will include reviewing all of the
PAM stuff.
