When OpenSSH runs in the jail environment, it expects resolv.conf in it's own jail... for instance, if the jail is /var/jail, then a copy of resolv.conf needs to exist /var/jail/etc/resolv.conf. Don't ask me why, but this should solve your hanging problem.
