Thanks, that clarifies the problem quite a bit.  In a way, maybe this
is actually helpful... 
Alex, if you make the change to apply the rate control value to 
outbound PDUs, that should throttle the whole interface down to
whatever cell rate you want.  You will probably still get cell
bursts, but cell buffers in the switch may smooth this out for
you.
