Come on, people, this discussion isn't useful.  Some people want
randomized PID allocation, some people want linear PID allocation.
There are understandable arguments for both if you can escape the
clutches of bigotry for even the briefest of moments.

The behaviour is to be controlled by a sysctl knob (kern.randompid), so
let's give it a rest.  Frob the knob to taste and move on, eh? :-)
