With FreeBSD 6.1 and X.org 6.9, wheel mice should work out of the box: devd (enabled by default) starts moused (default configuration works fine for USB mice) when a USB mouse is plugged in, and X understands wheel events from moused without any special configuration. The only problem you may run into is the IntelliMouse Explorer issue, where fast scrolling in a browser window may be misinterpreted as forward / backward history commands.
