I had already tried putting 'pccardc power 0 0' in 'rc.shutdown'. No difference between that and manually powering down the slots, with or without cards inserted. If it helps, failure mode is that the screen clears and the speakers pop like it's going to reset, but the screen stays blank and never comes back with any BIOS messages. Without the PCCARD stuff in the kernel, it looks exactly the same, except that the CD-ROM LED flashes twice and then the BIOS ident comes up.
