I think it can be done from either the CD or a fixit floppy.  But there
are many people who believe root should be left alone and run without
softupdates, since there should be very few writes to that partition
anyway.  I decided that makes sense, so my 80 meg root partition has
soft-updates disabled, and is mounted to minimize writes.
