This is stock upstream 14.2 or locally-build 14.2 binaries and I see this a
duplicate of my previous PR 283583 having make the same mistake: accidental=
ly
mount devfs in the directory used for makefs.

Regarding the panic in the photo, my steps were:

Image a makefs-produced image to an NVMe device and:
import the pool with -R /media
manually mount zroot/ROOT/default
set a root password with pw
generate rc.conf
generate loader.conf
recursively copy in .ssh
install 9 upstream non-base packages
export the pool, causing the panic

Subsequent imports/exports did not cause the panic.

I will closed as a duplicate of 283583.
