Thank you very much!  It works now.  However, I one more questions.

The diagram below is extented from the previous diagram.

~--| FreeBSD #1 |-------| FreeBSD #2 |-----------------| Win9x |
   |------------|       |------------|                 |-------|
    IP aliasing          192.168.1.2                    192.168.1.3
    gateway enabled      route add default 192.168.1.1
    192.168.1.1          gateway enabled

Do I need IP aliasing on FreeBSD #2 to let Win9x box to access the
Internet from FreeBSD #2?  If "yes," how do you set up the IP aliasing
on FreeBSD #2 becasue it is not using ppp.
